A lace quarter and quar-tell

The instructions reference "The same lace ray" [s30] for the color arrangement, but this is likely an error. The braid following this, "The same compound" [s33], only works if departed loops are used. Therefore this braid must have used them as well, and should have referenced "A lace called pale" [s31].

Because both workers twist the loop on the outer hand, it forms a tube rather than opening into a flat braid.

The instructions suggest putting a second braid inside, which would make it look like a fat round cord with four vertical stripes in alternating colors.

The "quarter" part of the title makes sense, but the "quar-tell" portion is a mystery to me.

Seat a partner on your right side.

Take fourteen departed loops, and place them on the following fingers:
Outer hands: Two on A, two on B, one on C
Inner hands: B C

Arrange one color up on your hands, and the opposite color up on your partner's hands.

Exchange loops on your inner hands:
Your A goes through B from within outward, and takes your partner's B unreversed.
Partner's A takes your B unreversed.
Lower A to B.

Repeat the exchange (twice total) so you each have your own color back again.

Work with the inner hands:
A goes through B C inner, and takes the front loop on B outer unreversed.
B takes the front loop on A outer unreversed.
A goes through the front loop on B inner, and takes the loop on C outer unreversed.
Give the loop on A outer a full 360° turn.
Lower the outer loops.

Work with the outer hands:
A goes through B C outer, and takes the front loop on B inner unreversed.
B takes the front loop on A inner unreversed.
A goes through the front loop of B outer, and takes the loop on C inner unreversed.
Lower the inner loops.

Repeat from the beginning.

Serene 32

A lace quarter and quar tell.
Take fourteen bows in the self manner set upon your hands as in the lace ray [s30] [should be "lace pale" [s31]], and then work in the same manner as in the lace ray [s30], and over that when there be but two bows upon your further hand thy fellow shall turn the bow upon the self hand as well as thy left hand, and when the lace is made do another within, and then it be both quarte and quart el.
